The expected impact of SEMP project is that the energy efficient municipalities contribute to a low-carbon development of the economy, improved quality of life and reduced pollution of the environment.
Two components with 5 sub-components join forces for an all-inclusive approach under two outcomes.
The expected outcome is: A suitable energy management framework improves energy management at municipal and national level.
The strategic goal of Component 1 A is to assist the Municipalities of Shkodra, Berat, Korça and Përmet in establishing a suitable Energy Management System (EMS) following the methodology of the European Energy Award with the ultimate objective to obtain certification for sound energy management. This includes support in establishing an adequate administrative structure, conducting an energy diagnosis and developing an energy vision as basis for development of a Municipal Energy Plan as well as an Assessment Guidance that allows for standardized assessments and quality ranking of municipal energy management.
The expected outcome is: A suitable energy management framework improves energy management at municipal and national level.
The strategic goal of Component 1 B is to develop a preliminary design of a National Energy Management Framework jointly with the Agency of Energy Efficiency (AEE) and based on the experience under Component 1A. This includes the design of a standardized municipal EMS, institutional set-up, proposal for assessment and certification process, financing and business model, as well as strategy for roll-out of this framework to all municipalities.
The expected outcome is: A suitable energy management framework improves energy management at municipal and national level.
The strategic goal of Component 1C (optional) is to support the roll-out of the National Energy Management Framework. This cycle includes completing the design for the National Energy Management Framework with support to its launch, anchoring within the central government, training of local Energy Management System consultants as well as supporting the roll-out strategy and promotion of the framework.
The expected outcome is: Citizens of selected municipalities benefit from energy efficient public services provided by effective administrations
The strategic goal of Component 2A is to strengthen municipal capacities in preparation and implementation of infrastructure projects through joint implementation of quick-wins.The Component comprises support to all activities from planning to maintenance of a municipal street lighting project as well as specific training on identification of projects, feasibility studies, technical designs, procurement, and supervision of project implementation. Moreover, it provides incentives such as Project Preparation Fund / Access to Investment Funds for well-performing and certified municipalities.

The strategic goal of Component 2B is to strengthen institutional capacities through trainings, provision of templates and guides, engagement in a policy dialogue and raise general awareness. Awareness raising measures for decision-makers and the population as well as the policy dialogue, in cooperation with the WB, EBRD, KfW and EU, support creation of a favorable policy and conducive regulatory framework and foster acceptance for the National Energy Management Framework.
